Component I of EUCSS works closely together with the National Social Security Capacity Building Center (SSCBC) and the Social Insurance Administration Center (SIAC) with a view to providing policy makers as well as managers and staff of social insurance agencies at central and provincial levels with training as well as tools and methods regarding Human Resource Development.
A partnership has been established between SSCBC and EN3S, the French national social security education institution.
Capacity building activities aim at the improvement of structures and the development of skills and abilities in an organisation with a view to enhancing results.
The activities defined by the Chinese government authorities to implement their policies in relation to Capacity Building are:
- Management of social security, i.e. the way resources are being used to reach objectives (for instance using performance measurement),
- Organisation of insurance agencies, i.e. analysing their structure and recommending activities to streamline and improve them, activities undertaken to support the services delivered to clients are related to
- Human resources, i.e. the promotion of a Human Resources Development strategy on the basis of forecast needs of staff and competencies to support their development,
- IT systems, to support the evolution and growth of social insurance services
Among current capacity building issues in China are questions of defining common standards, training management and staff at central and provincial levels, and exchanging best practice.
