Component 2 supports the pilot provinces of Beijing, Gansu, Hunan, Jilin, Shandong and Sichuan in the implementation of twenty pilot projects across the board of social insurance issues in China. Within these provinces, several municipalities implement their own pilots.
The support provided by Component 2 through “Technical Assistance” mainly consists of the provision of expertise by European and Chinese experts with a strong social security background. Besides direct consultancy, Component 2 organises trainings, workshops, seminars and study tours for provincial and municipal social insurance managers and staff.
An academic network is under construction with a view to sharing experience and also preparing a basis for tailor-made support meeting the requirements of provinces and municipalities.
Component 2 will also organise cross-provincial exchanges and will promote the results achieved in pilot provinces in non-pilot provinces across China. Good results should also feed into the policy development activities undertaken by Component 1.
