EPOS Health Management (EPOS) is the lead firm of the Consortium and has the overall managerial responsibility. EPOS is an independent provider of consulting services in health care and has implemented projects in more than 70 countries since its founding in 1985. Its international presence includes representatives and project or branch offices in more than 40 countries. EPOS provides services on behalf of public institutions and donor organisations in developing and transition countries within the international development co-operation framework, including, among others, the European Union (EU), the German Agency for Technical Co-operation (GTZ), the German Development Bank (KfW), the Asian Development Bank (ADB) and the World Bank (WB).

BBJ Consult AG is the result of the 2001 merger of several previously independent BBJ companies operating in Germany and abroad. All these companies have their common roots in BBJ e.V  the Registered Association for the Promotion of Cultural and Vocational Training for Youth and Young Adults founded in 1982. CCL has over 30 years experience providing policy advice and assisting with the design and implementation of administrative, legislative and regulatory frameworks in the pension sector.


It is recognised as a leading practitioner in the field, and offers a wealth of skills and practical experience to any government or company involved inrestructuring their social security or pension systems.


The company s public policy activities date from 1978, when its Managing Director, David Callund, was appointed special adviser to the Chilean government on pension reform. Now, CCL works primarily with governments, social institutions and enterprises in transitional and developing economies. This work is commissioned by the institutions and enterprises and is frequently supported by international funding agencies and bilateral donors, such as WB, EU and the UK Department for International Development (DFID). Based in the United Kingdom (UK), CCL has a unique international perspective, having worked in more than 50 countries across Europe, Asia, Latin America, the Caribbean, and East Africa.


Its expertise covers the full reform cycle, from preliminary analysis of system weaknesses and reform options, financial and actuarial analysis and budgetary projections, through to assistance with the prudential regulation of institutions, governance, reform implementation and institutional change management.
