Seminar on Pension Provision for the Self-employed and other Non-core Categories, 23-24 June

 

Chinese state social insurance scheme provides pensions for urban enterprise workers and is establishing a pension system for rural workers. However certain categories of workers do not fit into the standard pattern.

On 23 – 24th June the project held a seminar for participants from the Ministry of Human Resources and Social Security (MoHRSS) and the Labour and Social Security Bureaux of Beijing, Tianjin and Hebei Province to consider how best to provide pensions for self-employed and flexible workers and how to bring civil and public servants within the scope of the urban social security scheme, while not losing the value of their current pension entitlement.

Mr Guo Jianhua of the MoHRSS outlined how the Ministry were undertaking the improvement of the pension system for these categories. Professor Yang Yansui of Tsinghua University gave a presentation of Structural Adjustment of Pension Policy in China. .Bill Birmingham, Jean-Charles Dehaye and Matthias Stepan from the project team described the pension arrangements for such categories in respectively the United Kingdom, France and Germany. Grayson Clarke outlined how to provide and finance pensions for these groups and Jim Stone outlined the administrative procedures needed.
