Component I

British Council is the UK's international organisation for educational opportunities and cultural relations. As well as education, they run programs in the arts, science, sport, governance and English language.


British Council works in partnership with the Department of Work and Pension in the UK. They second staff to provide expertise for their international work overseas and to provide support for study tours in the UK.


British Council has direct partnerships established with UK Universities who provide training in social security and policy making.


Through earlier project activities they have particular experience of and contacts with national social security institutions in new member states such as Poland and Hungary and with pre-accession countries. Through their British Council network across East/West and Central Europe they are able to develop links with all national social security institutions. Rambøll Management A/S is a leading provider of consultancy services for public authorities in Scandinavia and throughout Europe. Its customers include ministries, state agencies, counties, and municipalities. In addition, RM consultants carry out assignments funded by international donor organisations such as the European Commission, United Nations and World Bank, etc. The company – established in 1968 – is part of the Rambøll Group which employs more than 8,000 ambitious experts with a strong presence in Northern Europe, India, Russia and the Middle East.

ADECRI is an organisation which functions as a “network hub” for more than 600 national, regional and local social security bodies in France. It was created in 1995 to support emerging countries in developing or reforming their social protection systems.


ADECRI regularly draws upon its network to support its work in social security reform in China, for example by providing experts to support the development of regional training centers in China, for participate in annual conferences/study tours for senior executives from the MLSS.


ADECRI manages the 6 month training for MOHRSS staff in advanced courses regarding the management of social security organisations organized at the French National Social Security School. ADECRI also has an effective working relationship with the ILO Social Security Training Centre in Turin. The organisation has a long track record in implementing international projects with the French Ministry of Foreign Affairs as well as international donors such as the European Union and the World Bank. For this particular project, ADECRI has built a relationship with BBI - Bernard Brunhes International, a member of BPI Group, a leading global Human Resources consulting firm with a strong European Focus. Since 1991, BBI has built up solid references in successfully managing and implementing complex international consulting and technical assistance projects, worldwide and most particularly in the EU’s new member states and its accession countries. The Beijing Institute for Education and Social Development (ESD) provides technical assistance to International donors and directly to the Chinese Government. They have worked with the Ministry of Human Resources and Social Security at the National, Provincial and Municipal levels.


Through the DFID funded Unemployment Insurance Project they provide services on the establishment of a Best Practice methodology, Performance Management Frameworks and Information Technology support to 8 cities in China. They are currently working with the Ministry of Human Resources and Social Security and British Council to disseminate best practice beyond the existing pilot cities as a means to institutionalize the methodology. They have also supported the Ministry of Human Resources and Social Security in establishing a professional relationship with the UK’s Government Actuarial Department and organized study visits to Europe on behalf of a number of European Member States.
