Human Resources Development encompasses much more than just staff administration, recruitment and remuneration.

Services related to HRD should also include the development of an anticipating career development system based on the measurement of performance, the assessment of training needs and development of tailored training solutions, forecasting of employment needs, and much more.

Among current HRD-related issues in China are questions of providing social security management and staff with the relevant skills, developing the capacities of the National Social Security Capacity Building Center and professionalising the HRD-related services within the social security insurance administration.
