Social Security for Migrant Workers

Migrant workers who leave their rural homes in order to take up job opportunities in the major cities of China’s south and the coastal areas or in Beijing constitute a challenge for social insurance systems. Not having a hukou for the location of their work, these people often lack any social insurance protection.


The financial crisis has even worsened their situation. It is said that around 20 million migrant workers have lost their jobs early in 2009.


Among current issues in the protection of migrant workers in China are questions related to the portability of entitlements between different provinces and measures of employment promotion with a view to reducing unemployment within this target group.
